A Proclamation

WHEREAS, 205 years ago, on March 2, 1799, the Congress of the United States—recognizing the necessity for a standard system of weights and measures, the need for examining and trying weights and measures devices, and the need for uniformity—enacted the first Weights and Measures Law; and

WHEREAS, the custodian of the national standards of length and mass, the National Bureau of Standards, was created March 3, 1901; and

WHEREAS, the proper administration of weights and measures laws is necessary to safeguard the interests of all who engage in buying and selling commodities, and the use of honest weights and measures is important for the economic well-being of our nation, our state, and for the daily lives of our citizens; and

WHEREAS, on July 1, 1964, the State of Mississippi, recognizing these needs as a perquisite to orderly and equitable commerce, adopted the Mississippi Weights and Measures Law of 1964 and placed it within the Department of Agriculture and Commerce for administration; and

WHEREAS, the Department of Agriculture and Commerce has continued to perform its weights and measures duties to ensure equity in commercial transactions for the protection of all citizens of this state, whether they are buyers or sellers; and

WHEREAS, March 1-7, 2004, will be observed nationally as “Weights and Measures Week” in the United States of America:

NOW, THEREFORE, I, Haley Barbour, Governor of the State of Mississippi, hereby proclaim the period of time from March 1st through March 7th, 2004, as

WEIGHTS AND MEASURES WEEK

in the State of Mississippi.
